The short answer:
You can use Step7 V15.1 to download to the S7-1200 firmware V4.5.

The longer answer:
Havillant Comet already did give the answer..
Define in the hardware configuration that the S7-1200 is of firmware V4.3. 
                                                                              ^{(or any firmware between V4.0 to V4.3).}

Step7 will complain when downloading. This is only a warning and can be safely ignored. Do note that Step7 will regularly complain that the hardware configuration and hardware does not have the same firmware. The CPU will however work as the firmware version specified in the software without problems.

As a bonus hint: The S7-1200 firmware V4.3 was not shipped with the software. A hardware service pack needs to be loaded. ..and No, that is the latest S7-1200 firmware that Step7 V15.1 will configure.

You will have to get at least Step7 V17, if the constant warning message causes problems for you with your customer. Note that V18 has been released, though partially. See which licensing types are available for your area and buy V18. You can still decide to use the stable V17 even if you have a V18 license.
