You can also save ("save as", shown in screenshot) the report and upload here in this topic, maybe we can find the issue

How about clicking the "Show data" button and save that data to a file, .zip it and upload the .zip here.

I am attaching the installed software. 

While attempting to download, the crash happened when the cryptographic services are attempting to do something, like maybe reach out to a license server (which could be the same PC), or trying to negotiate crypto with the PLC according to the hardware configuration of the PLC in the project.

If your PG/PC Internet Options -> Advanced -> TLS has v1.0 or 1.1 enabled, uncheck those and if 1.3 is enabled, try unchecking that.

For sure, please submit that crash report to Siemens and also create a Support Request using the link on this support site, and add the same zip file there so they can help diagnose the problem better.
