Using encoder to trigger output

Talking of special blocks, yes, there is. In fact it's whole library: SIMATIC Product Register 

Several ways to accomplish this.

I recommend attempting it using the HSC hardware configuration along with the CTRL_HSC block to manage some of the configurable values.

Something similar to dynamically setting the max count value based on product motion requirements equated to encoder pulse counts.  Have it trigger a hardware interrupt OB when MAX is reached.

In that HW Int OB, be sure to call CTRL_HSC to reset the count to some reliable number slightly above 0, which will vary with conveyor speed.  If conveyor speed is set, then you can experimentally determine how much of a 0 offset is required.  FYI, that offset is there to account for missed counts between calling the interrupt OB, and executing the CTRL_HSC to reset the count back close to 0.

In a perfect world, you could set it to 0 and everything would simply work.

However, depending on required tolerances, you may find a reset slightly above 0 would be required.

I suggest doing the HSC zero offset calculation (educated guess based on experiments, conveyor speed and encoder PPR) once any time the conveyor speed is changed (rather than doing it every PLC scan, and of course, avoid doing that in the interrupt OB).

Does anyone help or give some tips how to use HSC with encoder to set the output with some pulses delay after the trigger from input?

Application is some conveyor with sensor which detects product and after some distance I need to make some operation on the product.

I have setup the High Speed Counter to count pulses from encoder. In hardware interrupt I am setting the actual position of encoder of product detection, then adding some shift and now I have problem with triggering output on specific position of encoder.

Does anyone has an idea how to do it or is there any special block or software interrupt?

I am using Tia v17 and S7-1200
