So there is no Upgrade License for "TIA Portal" but only for the individual packages.

• Yes, the license you mentioned can be used to upgrade STEP 7 Professional for TIA V13 to STEP 7 Professional for TIA V19
• No, the license does not upgrade your WinCC (Comfort, Advanced, Professional) for TIA V13 to V19

If you are using other packages within TIA V13, each package needs an individual upgrade license.
