Runtime Professional sql is either not runnig or no available

I m using TIA PROTAL V15, and have created a PC System with WINCC Professional RT. The problem I m facing when Compiling is :  The "WinCC" SQL instance is either not running or not available. 

I have tried to start the Sql server (wincc) but it is not working, as shown in the picture below. 

Could use some help!!!!

if problem exist

1-your windows version is not compatible 

the compatible windows related to each Tia portal version specificed in

read installation notes—>system requirements for installation—->general hardware and software requirements 

2-it’s suggested to use administrator profile to install Tia portal.
