Accessing Application test folder returns null

For a CI/CD-implementation of Simatic software we are using Simatic Openness (V18 runtime V4.0.30319). The implementation was working fine (locally) until we upgrade our system to Windows 11. The next steps are working fine:

• Starting TIA-Portal. 
• Opening the project.

When reading the "TestSuiteService", the return value is null. The implemented code is similar as the manual (See attachment). As test I did the steps manual and this was working ok.

What can be the reason?

I assume option Test Suite is installed on the system?
Your project can be opened manually without any warning message and access Test Suite Application Test node?

There is an openness application published by Siemens for automated execution of application tests in a pipeline "Test Runner".

You could try out if this works.

The issue appears when migrate from Windows 10 to Windows 11, our IT-Department has added a lot of security constrains to the operating system. The reason for this question is to find out what possible is blocked.
