Have you checked that the IP set in your TIA Portal project matches the one configured on PLC SIM? Is there any antivirus or firewall enabled on the PC? If so, try to disabling them temporally. Are you using a user with admin rights on the PC? Are the wiring and physical connections in good condition and properly connected?
