When I upload, I cannot get the datablock tags and network names.

I need to upload the program. I can connect to PLC but when ı upload, I cannot get the datablocks, tags and network names. 

How can ı get these?

As I understand, tag names, network names, comments etc are only stored in the tia project, NOT in the plc. So when you download a project to a plc, the names, comments and such aren't downloaded to the plc.

For S7-300 and S7-400 PLC, there is no workaround to get symbolic or comments if you upload the program from the PLC. This behavior ist described in manual chapter 19.3 Uploading from the Programmable Controller to the PG/PC in the following manual:
