S5 115 CPU 944 all the Fault LEDs and status LEDs are constantly ON

 Hello, Can someone help? I have a problem with my S5 115 CPU 944  all the Fault LEDs and status LEDs are constantly ON; What is strange is that both the ST and RN LEDS  remain on regardless even when I toggle the Run and Stop Switch.. The status indicator LEDs on the power supply unit are all ON; I have removed all I/O cards from the central rack but all the LEDs on the CPU remain ON; The CPU cannot communicate with the PG; suspect there could be a problem with the CPU or other I/O device. My technical team has informed me that one Input module blew up upon restoration of power to our control panel.; we do not have any spare CPU or IO that we can swap as part of our diagnostics.. Any ideas out there?
