GSD Tool, TIA V18 Profibus DP/PA coupler

Having trouble trying to figure out what my next few steps are, 

We are having a PLC migration project from S400 series to S1500 series PLC, and we are working offline, while sorting out bugs, only switching across DP networks on maintenance days for testing.

Problem:

1. Hardware detected, no communication to different Flow meters created in Hardware config.

Hardware in field & GSD Tool:

IM153                :                       153-2BA02-0XB0

FDC157            :                         157-0AC85-0XA0

Selection on GSD tool is "Ylink", i tried both, but only YLink is producing a detected diagnostic message. 

Advice or Ideas what i could try differently before my next test event?

 thanks wizard, those steps were followed, as i described above we use variant c : DP/PA Link.... now we are receiving the message : module exists

                                                   error

any thing i could have a focused soon in on?

all these documentations are fairly straight fwd. nothing regarding diagnostics or diagnostic messages....

My conclusion would be to redo the GSD generation process and see, I might have missed something

Starting from the beginning and hope I get it right seems to be my only option

That is probably a good choice, to start from the beginning. Perhaps the missing link might be found.

Start with only one PA slave.

Im in need of some guidance going deeper into the siemens environment to see where i can find a solution.

What worked:
I edited a few descriptions using note pad to get fewer Errors.
The hardware detects the DP/PA Link, it also gives two separate messages when i power down the Flow meter, which indicates to me it does receive some sort of reply from the PA slave

What is wrong?
The flow meter is not communicating, nothing is coming through on its assigned PIW.
Totalisers, Analog values etc...

Assumptions:
My Main assumption is the GSD tool isnt correctly assigning the correct parameters in generation process from the GSD file given. causing a miss match

I tested this by editing a "Ext_User_Prm_Data_Ref(2) = 11" to be the same as the supplied GSD for the PA flow meter, but i wasnt successful....
main issue here is dont carry knowledge what these lines mean.

Starting Point of help:
Hardware Diagnostic is complaining about "Begin of Device_15c" 0x01,0xfa.
where do i read the correct address in the original FIT GSD file for where it should actually start?
send me down a rabbit hole for literature to read about GSD files and what is expected where?
i have a feeling this issue might be as simple as a data mapping offset

 Lastly i added the GSD tool generated file. with edits of the text i changed.... basically i need guidence as to what the start of module entails
