FC Problem

how are you all

I'm junior in using function block -instead of ladder- in programming of S7-300 ,
I have 2 questions in the attachment picture ,

First
all fields of FC2 must be filled , I don't want that , I want to make some of
this fields to be optional , that I can leave it empty with out filling it .
how can i make this ?

second
as for the tree at the left , you will note that ,
FC2 is under FC BLOCKS , this means that if I want to use this FC
in another project I will not find it , I have to make it again
this is the problem .
how can I make it always found in left tree (libraries for example) ?
