it look's that you do the right steps and settings.
Can you ping the PLC ?

Another thing can be that a firewall block the request on the Network Interface.
Have you any Firwall active on the PC?

Another issue is the type of the Network, it looks like Type public, windows is always restrictive with
such network connection type and block it.
In this case you should switch the network type to private.

I agree with Christoph. A while back we had on of our member having difficulty with linking TIA and the PLC. Later he reported that there was a "security setting" that prevented him from making a communication link.

It is very frustrating.. I know, but do try to temporary deactivate the anti-virus and firewall setting and try again. When the trial is done, then put the security back in place.

LATE NOTE: Please do try and find a way to test the Ethernet card and cable in some other way than linking with the PLC. An NAS / network hub.. something like that. But for that you might want to put the Windows' IP address back to auto assign.

I am inclined to agree with your viewpoint.
It may be something small - but it is a case of blind leading the blind.

What is the possibility of you coming in contact with a local Siemens office?
Could you make an appointment to go and visit them, perhaps.
This is the best option - that is what the guys are paid for.

We have no way of knowing when your "awake and working" hours are as per GMT. I suggest you use the Personal Message service to contact whomever you feel comfortable to help you if plan A mentioned above does not pen out.

I further suggest you look at your Personal Messages - maybe someone will volunteer to help you without telling everyone in public.

i managed to get tia portal v13 working. 

i arranged another computer with exactly the same windows version. installed tia portal

and now its working
