Comparison functionality, who is right?

I've created a simple project in Step 7 classic and then migrated it into TIA Portal V13 SP1.

I tested comparison functionality and these softwares have a different opinion about code blocks (see screenshots below). 

Who are right?

P.S. the blocks FC1 and FC2 are identical but FC2 has an additional empty network.
