Logo Program to Control 4 Breakers , only 3 should be ON

I have to create a Program Which is to control 4 Breakers , at any time only three breakers should be ON , so I created a program Which is attached , This Program only allows to turn on any three breakers once Three breakers are On it wont allow the remaining Breaker .

 Problem is I used latching relay so suppose I turn on Breaker 1 , Breaker 2 and Breaker 3 it will not allow to turn on Breaker 4 , However if the operator wants to close breaker 1 and Turn on Breaker 4 this cant be done because of Latching relay , Any ideas how can i modify this Program .

In this program when I activate I1 and I2 -  Q1 and Q2 are activated but on turning on I3 Q1 and Q2 are turned off this is not desirable , I can not put three breakers ON in this program 

I should be able to select any three but not all ( total no of breakers = 4 )

Turned on at any time = any 3 out of the 4 , remaining 1 breaker turned off 

I should be able to turn off any of the three breakers active and turn on the one which was off (remaining One breaker )
