OB81 can not download to the program

hello every one,

I have problem in OB81 which can not download to the program, when I checked in hardware the priority of OB81 is zero:

1- why it is like this.

2- how can i solve the issue.

In your attached picture, OB 81 is not programed/called as such it is grey. How you are calling OB81? You need to call it in OB1 block in separate network.
