S7 Connector Error

When trying to download the S7 connector I get this error message:

What does this mean? And what should I do?

this is not looking like a issue with the S7 Connector because the URL ends with "Notifier". 

Please restart your applications with the following order: Data Service, Performance Insight, Notifier.
