The System Manual says that we can add our own 'favorites' by dragging an instruction up into the Favorites section. But on my software, I am only able to open one of the instruction sections at a time. There is no area that will accept an instruction drag. The Favorites section opens full height and closes all other instruction sections. What am I doing wrong? |

Expand the instruction pane. Then expand the "favorites" section of the instruction pane (not the favorites bar above the working pane). Drag instructions to the favorites section in the Favorites section in the instruction pane.

When I expand the Favorites section of the Instructions pane, that section fully expands, closing any other previously opened section, thus there is no ability for me to grab and drag any other instruction into the Favorites section. |

The answer was another computer that could display a higher resolution. The portable that I was using could not display the higher resolution and thus the Instruction section was not working correctly. (The computer with the improper display of the Favorites section had 1366x768 as its highest resolution.) |

Did you consider dragging the entire right pane to the left until the favorites section required less vertical space?

Ok, I simulated what you described with the smaller than recommended screen size by Siemens (1920 x1080 px) and guess what, I see why they recommend that size. I then floated the instruction pane (see attached image) and was able to add favorites normally.
