as shown on picture, when I want to download some changes each time I get this warning - manual synchronization required whitout option to click on Synchronize.

With Tools -> Comapre -> offline/online or offline/offline everything is ok without mismatching.

Does anyone know the cause of the problem? Software is Tia portal V13.

check the messages in the output Windows .
There is a message displayed that you use HW Adresses which ar not configured in your project.

This can cause this message, i think.

if problem is same like in picture (you're ONLINE), first situation probably can be when you working with source code (LAD or SCL) and give Compile, without maybe changes CPU recognize change of blocks Online and your. If you want clear this, only download changes to PLC. Another situation is also in picyure, in bottom output window stayed that user used some addresses that aren't still prepared in HW configuration. That can be problem.

Manual Synchronization
If during the download you get the message "Manual synchronization required", then the blocks in the CPU have a more recent time stamp than the blocks offline in the project. Here, STEP 7 (TIA Portal) recommends that you overwrite the older blocks in the project with the more recent blocks from the CPU. The causes below might lead to the message appearing: 

• With the IPE (Inter Project Engineering) function a device proxy has been used to replace cross-project control data available offline in the project.
• Another PG/PC has been used to load more recent blocks into the CPU.
• In the project, the blocks have been edited, compiled and loaded into the CPU. The project has been closed without being saved. The more recent blocks are then only in the CPU but no longer in the Offline Project.

TIA presumes that #your collegue# (via IPE) changed the blocks mentioned in  message
