Which S5 CPU are you converting from ?

In S5-115U the System word RS 96 can be used by Changing the Defauly Cycle time monitoring.

In you case :

: L KF +255
: T RS 96

So the the Set Scan cycle monitoring time = 255 * 10 ms = 2550ms
i.e. if one CPU Scan cycle is not completed in 2.55 sec the CPU will switch to stop.

OB31 also serves a similar purpose. Everytime OB 31 is called in use program, the SCAN cycle monitoring timer is re-triggered. You would normally not need it in S7 program.

In S7 CPUs the Scan cycle time can be set in the CPU Hardware configuration.
