i have a 32 channel 32 channel 24VDC digital output card that all LED are low- light green.

I disconnect power of it (+24) but did not change.

what happen? Is my card true?

If you disconnect the power of it, and LED are still in light green, there is something wrong with your wiring.

Is it relay output/ transistor 

Please check your wiring 

Cross check the possibility of voltage coming reverse from the load side because of the coils
