Hi

The .arc files are series start up archives which contain the machines data backup typically used to recover a machine after data loss or corruption. In your case NC.arc comprising of the NC data (machine data,cycles, user data/ programs, tool data etc) and PLC.arc which contains the PLC program blocks and hardware configuration.

These can be viewed either using the Create My Config Diff application or Sinucom ARC which was typically used for older powerline controllers (840D and 810D).

SinuCom ARC was part of the SinuCom commissioning and service tools Software package which contains other useful software packages (SinucomNC, Sinucom FFS etc). This software is licensed and can still be purchased from your local Siemens location (latest V6.4):

The PLC archive is not a viewable/editable file. For a viewable version the data must be uploaded from the NCU with Simatic Manager.
