I see a problem with your specifications.
Let's take your sample values.

The value goes below 90, output Q1 should then be switched on permanently. Now, the value rises to 90. It is then supposed to output a pulse on Q1.
The impulse can not be detected at all because output Q1 was bevor permanently on.
The same applies vice versa for output Q2 when the actual value drops from greater than 100 to 100.

Did you see the problem?

Now your description of the function is better understood.
From your opening post, the function was not very clear. From a steady pulsation of the output Q1 in the range of 90-94 I could not read anything. The same for Q2 in the range of 96 to 100.
My request:
In the next description for your next problem (if you have one again):
Example:
Setpoint: 95
From 0 to 89: Q1 always on.
From 90 to 94: Q1 continuous pulsation.
95: Q1 and Q2 always off.
From 96 to 100: Q2 continuous pulsation.
From 101 and up: Q2 always on.

Then, in my opinion, better to understand.

I will now deal with your problem again and adapt the program to the new specifications.
