Hi

I want to use 2 operator station and 1 engineer station in a S7-400H redundant system. 

The operator stations should be similar and synchronous to each other and can access and have control over all the process . (although the operators are only allow to control a specified part of the process). 

The engineer station is not a desktop and is a portable laptop.

My question is that when I want to create a PCS7 project should I choose "Single station system" OR "multi station system" on the project wizard ? (attached is a pic of what I need to have)

According to the image attached with the question, the configuration you are looking at is called 'Redundant OS single station' in PCS7 system architecture terminology. You can get more information about the configuration and its requirements in the PCS7 System Architecture manual. 

• If "Single station system" is selected, a PC station with a WinCC application and an OS, including the objects "Picture" and "Report", is created. (which is not your exact configuration)
• If "Multiple station system" is selected, a second PC station with a WinCC application (client) and an OS (client) is created. (which is not required in your case)

Hence, either of the options might not fully suffice for your requirement. You can select the first option and add another PC station and WinCC Application manually to suit your requirements.

Please be informed that the 'Create new project wizard' is only simplifying the configuration of a new project with hardware, PC stations and their allied configurations. It is always flexible to modification after selecting a particular option. This is because the wizard cannot provide predefined configurations for all possible configuration combinations of PCS7 according to the system architecture.
