Then you have come to the conclusion that Siemens is not blocking your IP / MAC address.
I don't think it's okay to change the content and heading of your opening topic so that the real meaning is no longer recognizable.

yesterday some technical troubles are here in SIOS site.

not reachable, proxy timeout ...

i think not that somebody is blocking a IP Adress here in the forum, if wthe forum administration don't want you longer here they will block you account or delete it.

Now also unable to access the forum from my laptop. 

my friend also cannot access his forum account from this laptop.

I can access forum from any other device. 

So my laptop ip/Mac address somewhere blocked in Siemens IT network. I can access siemes website except forum from the laptop. 

Please share the above attached screenshot to IT department.

we don't know the adress of your IT Department.
What you can try:

delete browser cache

reset DNS/IP Data of the laptop

Is not really know what you mean with "puplic IP" of the Laptop!

I have never seen such a view of the Technical Forum.

The elements that are part of the header section are shown as a list of links.
Have you tried to click on the links? E.g. the link Skip to Content? Have you tried to open a detailed page like a thread directly? Not via the Forum Main Page?

Of course it would be technical possible to block IP adresses. But why should we do so? The content within the forum is public.

So there must be another reason. Maybe a slower connection to the internet?

Then it was due to problems with the servers and was always only temporary, sometimes over several hours.

i see it often if i open "view topic of user  " with the rightclick -> open in new tab (with crome).
