PLC vs DCS

I wonder is there any "rule of thumb" when it comes to desicion whether classical PLC + WinCC solution is sufficient or DCS system like PC7 should be used. I belive this depends on number of binary and analog signals as well as number of drives that needes to be controlled from central control room through automation system. I know that for entire factory there is no question - DCS should be used and that Siemens has developed DCS specially for certain types of factories (Brewery, Cement...) I know that distinction between DCS and PLCs these days is more and more blur, but I'd like to know if there are some general rule about this. For example if I have old plant with classical relay control and want to replace that with modern PLC solution, when should I consider DCS such as PCS7 instead of simply replacing relays with PLC + addition of WinCC visualisation? Thank you in advance.
