Hi Dmytro, Right now you are using the PCS7 V7.0 SP3, & SM331 6ES7331-1KF02-0AB0 is New Release Module, this is module not Release For the your Exiting Version you are using, Also I have found that it was not release for PCS7 V7.1 SP1. So instead of the 6ES7331-1KF02-0AB0 call 6ES7331-1KF01-0AB0 In hardware configuration.
