Hello. Please do specify the CPU you are using. Information differ between the types. I assume the S7-1x00. System time is the base line for the CPU. The so called UTC (https://en.wikipedia.org/wiki/UTC) or GMT+0 without any additions. Local time is where the bias (CET: GMT+1) and daylight saving comes in. You can select which time system the OB1x uses. Either by instruction or properties of the OB1x.
For permanent setting - right click on OB1x name in TIA Portal; select "Properties"; "Time-of-day interrupt" selection. Also notice the parameters available inside OB1x. This indicates if the time has shifted. Have a look at the software help or CPU manual for detailed information. Bye.
