Hello Gujaa; It does not matter to WinCC Flexible what mdules are connected to the PLC. You onl;y have to setup a Profibus connection to each of the CPUs through its Profibus address, and collect the tags you need in the WinCC Flexible screens you want to develop. When you say you want to build a SCADA, you mean that you will be using a PC , not an operator panel? When you have done this and you can exchange a few data with one PLC, the rest will be only a question of planning and design, and afdding a second connection to the second CPU.
