Totally new to the forum and to siemens PLCs (was an AB guy for a while but have since converted)

I've been given the task of setting up a telemetry system for pump station alarm call outs. Each pump station will have in it: a Simatic S7-1200 CPU 1212C (212-1HD30-0XB0, DC/DC/RLY), CM 1241 RS232 (6ES7 241-1AH30-0XB0), a Kenwood TK-7180/TK-8180 VHF/UHF FM Tranceiver, a Teledesign TS2000 mobile radio modem. At HQ, we will be utilizing WIN 911 to make the actual call out. I have never set up something like this before so I was wondering if anyone could help out. What I need to know is how to package within the PLC the message and send it out. I've worked with PLC's now for a few years but have never sent anything via radio. I know I can write all the alarming logic but its the actual sending of the message that I do not know how to do.

Or am I completely off track?
