Yes the previous version was the V13 SP1 UPD9 and no, I don't migrate the project.

The error seems to indicate an issue with the simulator of Basic Panels.

I suggest you try to reinstall that.

Then your project can be damaged after migration.

Sorry, I answered the question wrong. I converted the project into V14 and yes, I've tried to recompile/rebuild all hardware/software, but still nothing.

I had a similar Problem after update V14.

I do following to solve the problem:

New Installation of SQL Express Instance.

Use the file from TIA V14 Installation Folder / DVD:

InstData\SQL\EXP\ SQLEXPR_x86_ENU.exe 

1. Close the TIA15.
2. Navigate to the folderC:\Program Files\Siemens\Automation\Portal V15\Win32\SmartSimulator
3. Run as administrator for batch fileHmiSRTRegister_reg file(Right click and run as administrator )
4. HmiSRTRegister_regwill generate 2 registry filesHmiSRTreg and  HmiSRTreg_Vxxrespectively
5. Run theHmiSRTreg, HmiSRTreg_Vxxregistry files , These registry files will register simulation paths in the registry.
