If you would like to work on Windows7 64 bit, you have to buy upgrade license from V11 to V13.

Or you can create a VM with Windows 7 32 bit.

(at least) Windows7 Professional 64bit.

The steps I recommend:

• Download the files from the web as per above link. Download the version (Step7 Basic / Step7 Professional) that correspond to your license.
  
  
• Download Update 5 for TIA Portal V11 SP2 from:

• Download updates for the hardware catalog from (HSP):
  https://support.industry.siemens.com/cs/ww/en/view/72341852
  
  
• Disconnect from internet.
  
  
• De-activate anti-virus or any other malicious code scanner.
  
  
• Move license key(s) of Tia Portal to the license disk (USB thumb drive).
  
  
• Remove / uninstall TIA Portal V11 from your computer. If you have other versions (V12 / V13) - leave that alone.
  
  
• Install the TIA Portal base version that was downloaded from the web.
  
  
• ... install update 5.
  
  
• ... install the HSP.
  
  
• Move the license back to your PC from the license disk.
  
  
• Reactivate your anti-virus scanner(s).
  
  
• Test installation.
  
  
• Optional: Give feedback to this thread.

Anyway i am going to buy v13 . 

But problem is i can't upgrade my v11 softwares to v13 

As in document  V11.0 SP2 is compatible with 64 bit. 

how can i get into that from spi . 

1 more problem is during start of the install only its warning abt 64 bit how can i upgrade from v11 sp1 to sp2?

When you order upgrade version, you receive on the DVD the complete version + upgrade licence. 

So, you can buy upgrade version and save money.

To add some details to Mr. Ayman's notes...
When buying a package to upgrade V11 to V13, the included software DVD can install a clean TIA Portal installation. No previous installation of V11 is required for this. Also it is not needed to remove V11 if V11 is installed. V11 and V13 can live on the same PC.

An "upgrade" license is also included to the package. Using the Automation Licence Manager software the provided upgrade license is used to upgrade the V11 license. The two licenses merge to become the V13 license. This license upgrading process can be done on any PC that has the Automation Licence Manager software loaded (recommend newest version). No TIA Portal installation is required to do the upgrade.

Know that a license for TIA Portal V13 allows you to work with software versions 11 up to 13. That means you can have V11, V12 and V13 installed on your PC and work with those at the same time.

Be aware that we are now (7 May 2016) already at TIA Portal V13 SP1 Update 8 with some extra HSP (hardware service packs) updates. If you do buy an upgrade package, you will only have the base version (TIA Portal V13 SP0 or SP1 with no updates). you will have to get hold of all the updates too. Consider asking your supplier to give you the needed upgrades (as a favour) when you buy the upgrade. Else you will have to get them from the web yourself.

I don't have a v11 basic sp1 floating licence key 

Its unlimited that  I am having 

which i can use ( CD ) for multiple systems. 

So transferring of license is not possible..

It is not clear to me... what do you have?
Do you or do you not have any license (v11 / V12 / V13)?
