Hello roboman,

Please enter an IP address in the range of PC.

Select the option "Reset to factory settings", then you have possibility to enter MAC Address of Panel.

Prosave or WinCC TIA Portal will search the panel by  using MAC Address.

If you check thr check box "Reset to factory setting" under OS update mask, the MAC address will be visable.

Please check the attached picture.
