if its possible, do this manually, put PLC to STOP. Then you can make download/upload. Probably problem can be in reserving Port for PtP communication, then you must turn PLC to STOP.

firstly what is cable you have ?

if ppi connector 

you should firstly set PG/PC to ppi cable
