The outputs of the CMR are transistor outputs. You probably measure 24VDC with a digital meter with a very high internal resistance.
With an old analog meter, you would probably not measure anything.

I hook an Led light to it and it is on.

just took it out of the box .  got it to send text messages with inputs 1 & 2.   wanted to use Q1 & Q2 to light up leds on console  .  

from M to Q1 & Q2 i get no voltage , but from hot to Q1 & Q2 i get 24 volts and the outputs are negative side??

 leds are off but lights attached to outputs are on.     only configured input 1 & 2 for text .  

sorry 200mA .   anyway it is very low usage.  but it wasn't working before unless what you are say is i fried it with meter.     

either i can't fiqure out how to program or it was  defective in the first place?
