open the devicediagnosics and then open the diagnostic buffer.

Here you get the informatin why the PLC doesn't go to RUN Mode.

you need to load a valid HW-configuration and a program to the CPU.

HW Config should be loaded because the Opton handling is enabled, this is only possible with a loaded HWConfig.

But if this Option is active you need a program in the startup to activate a valid data set for Option handling.

If you need no option handling deactivate the option in the PLC Porperties and download the Project to the plc.

In PLC properties/Configuration control, the tick mark in "Allow to reconfigure the device via the user program" must be removed.
