yes, you can connect to S7-200 with Win7 32/64bit. But you need to install the latest Micro/Win-Version

STEP7 MicroWIN V4.0 SP8 and SP9

If you already have installed the latest version, there maybe could be a problem with communication drivers. See following Thread to fix it. At the very end of the first page there is a file in the attachment.
