can you check if the directory:
"C:\Program Files\Siemens\Step7\S7up"  exists (if you use C: and the default directory)
Here the executable s7upaapx.exe should be stored.
Can you execute it?
Try it with doubleclick and with the Option "Run as Administrator"

Which version have the exe file if you open the properties in the Windows explorer?
