If you have the packaging for the hardware.. there is a note on it -
The minimum software version you require is TIA Portal Basic V13 SP0.

We are now currently at version: TIAP V13 SP1 Update 5.

If you have not opened the package yet.. see if you can still exchange for a firmware 3.0 model, else upgrade your software. TIP: TIA11 and TIA13 can work on the same computer at the same time with one TIA V13 licence.

thats not possible 

the S7-1200-CPU´s with FW4.0 and higher are only projectable with TIA V13 or higher. 

See the delivery release of the S7-1200 V4 PLC´s:

STEP 7 Safety Basic V13 SP1 requires STEP 7 Basic / Professional V13 SP1 (103627307).

HSP0145 for STEP 7 Saftey V13 SP1 – for configuration of the SIMATIC S7-1200 signal modules F-DI / F-DQ module (entry ID: 72341852)

The supported operating systems and the necessary hardware requirements are listed under STEP 7 V13 SP1.
The compatibility with other products is the same as that for STEP 7 V13 SP1.  

SIMATIC Memory Card (NOT required for operation of the CPU)
A SIMATIC Memory Card can be used for expansion of the CPU load memory, loading of the application software or for executing a firmware update.

For new applications we recommend to use the SIMATIC S7-1200 CPUs with version 4, together with the configuration software STEP7 Basic Version V13. Please take note of the information concerning the changeover to S7-1200 V4, in particular the FAQ at entry ID 82140966.

An upgrade of the SIMATIC S7-1200 V3 CPUs (CPU1211C,  CPU1212C, CPU1214C and CPU1215C) to the CPU firmware V4.0 is not possible.
