I have a migrated project from  TIA Portal V13 to V14.  In V13 PLCSIM simulation can communicate with HMI simulation normaly, but in V14 there is no communication. Therefore I get  error 190011 (tag value could not be writen to PLC).  

Any suggestions?

Its true. Because you are upgrading v13 to v14. The panel os is still v13. So manually u need to change v13 os to v14 os.

Because currently its not possible to communicate v14 plc sim with v13 os hmi or wincc7.x .
