I have the same issue the scroll bar is WAY too small to be usable on a panel unless a mouse is used.
Does Siemens have any inclination to fix this? function over form! the recipe drop down selection box is even worse, impossible to use.

I am working with a comfort panel using WinCC V15. As it was mentioned, the scroll bar is too small. In fact, it does not have up and down buttons. 

Have anyone been able to solve this issue?

 From the device tree under the display select "Runtime settings -> Screens -> Scrolling in controls". From there you can select Mode: "Scroll bar" (wide cursor and arrows).
