I have the same problem. As I have checked your link, this not problem different versions of TIA. I am trying open project V15 in V15_1 and I have the same error 

4600:000103

its written that the path is invalid, but the files are located correct.

Do you have any suggestion ? 

Please post a screenshot of the attempt to open the project.

Create a new project and store it in the same folder containing the project that will not open.

If it can save the (new) project without error, close the new project.  Close Portal.  Open Portal. Open new project.  What happens?

Where did you get the project that is failing to open?

Have the same problem. Still no answer? User support of TIA is crap.

If the file exists and you are getting a storage area not ready message like the prior poster, temporarily copy the project to c:\temp\your-profile-folder\ and then browse to open the project from the new location.  If it works, copy it back to the original location.

Where did you get the project that is failing to open?

 I've tried this, I can open a new project with the same path, only the last file is named different (ofcourse). This happend after I got an error in Tia V15.1 and Tia just shut off.

Is there a solution yet? It's quite an important file for me.

I've got an .backup file but is think this is useless isn't it?
