I've been working with a lot of simodrive 611 systems, and have found that some power modules have 2 lables with 2 different siemens numbers, for example 6SN1123-1AA00-0BA0 LT Modul 25A have a label "6SN1130-1AA11-0BA0 VSA K-MOD 25A" .

What is the differense between 6SN1123 (LT module) and 6SN1130 (VSA module) ? 

One 1123 there was a lable 6SN1140-1AB12-0CA0 (AM ANAL).

Is it fully replaceble with each other?

But can answer you the rest question

"6SN1130-1AA11-0BA0 VSA  25A"--is old or say the 1st version of SIMODRIVE 611D --It offer all in one--control card and power section together. (if your case only see the power section--it is possible some one taking out the control card and insert an new one)

.6SN1123-1AA00-0BA0  is just follow 1st ver. and later Siemens made -0BA1 and 0BA2

all these are offer separate--or power section only , If you want use them you need order control card such as 6SN1118-0DG21-0AA1
