EC&I Engineer Posts: 6 Rating: (0)	Jihosaft Hello, I have the same problem..........I have windows 10 pro (bitlocker off,antivirus off)... But still the same situation.....any solution until now? Thanks... I have the PLCSIM downloaded from Siemens server. Is doing the same. Do you really have a solution for this?

I have a corporate windows account and I didn't been connected to the company network As soon as I connected the VPN, the installation continued. Had to un-install due to another Siemens issue (who knows what) so completely removed TIA and now trying to re-install and get the message "MSI file initialisation failed: ERROR_PATCH_PACKAGE_OPEN_FAILED. I gave up on the CD and have download direct from Siemens and I'm getting the same error. It's like everything that I do in TIA is painfully difficult. Engineering efficiency, far from it.

Have the V15.1 CD, same error, downloaded from web, same error, copied CD onto hard drive, same error. I've turned off virus checker, bit locker, defender. Pretty much everything I can thing of. The message that I get is: MSI file initialization failed: ERROR_PATCH_PACKAGE_OPEN_FAILED Any help would be appreciated.

JCP_2019 Member Joined: 6/11/2019 Last visit: 10/24/2025 Posts: 1 Rating: (1)	You could try this: Open Regedit.exe (as administrator) and go to key: HKEY_LOCAL_ _MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer You change value of dword DisableMSI to 1. And you change value of dword DisablePatch to 1. If folder Installer don't exist you create it and you create both dwords. *if one or both of the dwords do not exist then create them with those values (values = 1). I hope it works for you. Regards.
