any one have logic for FIFO (first in first out)

i want to devlope programe for 4 input and 4 output 4 output will start according to 4 input

on posetive pulse of input, output will be on for 10 sec but same time other outputs will wait for 10 sec after complate of time 10 sec as per FIFO other output will be operateseq will continue as per fifo which input comes first that output start first other will wait.
