Hello, with Kv= 0 and Precontrol = 100% the position controller doesn't have influence. You get the setpoint e.g 10mm/s to the drive (Use control panel and move with 10mm/s), and you get a value from the encoder e.g 9,95 mm/s. (trace velocity and actualvelocity) So you settings are OK. If you get velocity = 10 mm/s and actualvelocity = 5,04 mm/s, you have to analyse the reason for this. So reference speed or the encoder settings doesn't fit.
