0 Volt measurement on the terminals of SM 1231 so AI not working.

I configure all the channels 4-20 mA and wire them based on the wiring instructions. when I measure the voltage across the terminals of each channel by multimeter (as an example AI0+ and AI0-) the Voltage is zero, as a result when I connect a 2 wire loop-powered sensor to these terminals the sensor wont power on. I have this problem with all the 3 modules. what could be the solution. I attached the wiring diagram. Attachment aa.png (16 Downloads)
