It seems that you have installed WinCC basic.

For Comfort Panels you need at least  WinCC Comfort. 

Which functions can you use with the different WinCC (TIA Portal) Engineering versions (Basic/Comfort/Advanced/Professional)?

I also think so, that you will need WinCC Comfort. Some Panels i.E. SIMATIC HMI TP1500 COMFORT OUTDOOR you can project from WinCC Comfort V13, SP1 with HSP. Check technical Data of your Panel - perhaps you will need a HSP for it.

You are correct.. Some panels needs HSP. But the case here is different as he didn't found any comfort panel in the installed software.

And this happen only with WinCC basic.
