Trouble loading my webserver program to PLC

I recall having a difficult time updating a web server's DBs.

Seems I had closed the web page without properly exiting / logging out.  The PLC still had an active web connection established, orphaned by clicking the X.... and would not allow me to update the web server.  I restarted the PLC and it allowed me to download.

I'm having trouble loading my webserver program to the PLC. the program is just a marker, and webserver enabled from CPU properties. when i download the program, there is a warning that says: manual synchronization required. and the option to synchronize is unavailable, if i click continue without synchronization, the program can't be downloaded to the PLC.
