just Import to PAS. for ICD files create an device first in Configuration and then Import the file

on 61850 Station you Import files only if you want to Exchange goose message between devices. even in this Situation you could still Import the files directly to PAS

According to the Norm, ICD file is a template representing the model of the device, without communication. CID is the ICD file configured with the communication part exclusive for each device and this file should be downloaded to the device. With Edition 2 we have now IID file, which is the ICD configured for each device. CID is still a file to be downloaded to the device.

On real life you have to check the Content of the file to check what they really are. Sicam PAS, for instance, imports the Content of the file, doenst matter which extention it has. Maybe both files are copy. Real ICD files don't have iP address, for instance

so I think it is better to use SYSCON program then insert the CID files because this devices is working with IEC 61850 ED2 so I had to use CID .

This doesnt make sense. Although IID file was described in Edition 2, Software compatible with Ed.2 can also use IID file for ED1.

after import the CID files to the SYSCON and add the client (SICAM PAS) then export the SCD files to the configuration in SICAM PAS .

This is one of the Problem: you are modifiing the original CID/ICD in Syskon, but the device won't be updated with this Setting. When you configure a Client, the device should block Connections from any other Client, other then the ones configured. But if you do it on Syscon and dont update the device, it is almost useless. Almost because at least PAS can use this Setting and use the correct dataset/URCB, but if you think about security, it is useless
