AEM panels won't restore through database transfer

The panel will just sit in the pending status. Do I have to connect the Channel 2 cable on every AEM?

The panel will just sit in the pending status. Do I have to connect the Channel 2 cable on every AEM? What type of panel is the AEM attached to? And what is the firmware revision of the panel? What type of AEM is it? Sounds like it's an AEM 200. Has Service Pack 1 been installed for Insight 3.11? Channel 2 on the AEM is just so you can access the panel's MMI port and is not necessary at all. So you do not have to connect the Channel 2 cable on any of them unless you desire to have the ability to use the MMI port for the panel.
